Tightened Security Measures at Makadara Law Courts
Following the tragic shooting of principal magistrate Monica Kivuti, the Judiciary announced a phased re-opening of the Makadara Law Courts. Chief Justice Martha Koome unveiled a series of measures aimed at ensuring the safety and well-being of court personnel and users.
Counselling Sessions for Judicial Staff
Recognizing the emotional toll of the incident, Chief Justice Martha Koome initiated counselling sessions for staff and magistrates. These sessions, spanning three days from June 24 to June 26, feature professional counsellors addressing the trauma experienced by those affected.
Dismantling of Makeshift Structures
To enhance security, the Directorate of Building Services will oversee dismantling and removing makeshift structures at the Makadara Law Courts. This proactive measure aims to eliminate potential hiding spots and vulnerabilities within the court premises.
Meeting of Court Users Committee
The Court Users Committee (CUC) will convene to discuss the modalities for resuming court operations. Scheduled for June 27, this meeting will review immediate security measures and assess the suitability of virtual hearings to ensure the swift and safe resumption of court proceedings.
Reorganization of Court Diaries
On June 28, the court diaries will reorganize to assign new dates and implement the recommendations of the CUC. This step is crucial for streamlining court operations and accommodating any changes necessitated by the closure and subsequent reopening of the courts.
Secured Courtrooms Only
Prioritizing safety, only secured and fit-for-purpose courtrooms will be utilized for plea taking. This measure underscores the Judiciary’s commitment to creating a secure environment for all courtroom activities.
Issuance of Notice on New Dates
The Head of Station will issue notices on new dates for cases affected by the closure. These notices will provide clear guidance on mention dates, payment of cash bail, and instructions for virtual hearings, ensuring minimal disruption to ongoing legal proceedings.
Implementation of Security Measures
In addition to these immediate measures, Justice Koome announced several security protocols to implement across all courts nationwide. These measures include thorough searches, mandatory wearing of name tags, and restricted parking to safeguard against potential threats.
Restriction of Access to Chambers
Each court station will enforce restrictions on access to judges’ and magistrates’ chambers to prevent unauthorized entry and enhance security. These measures aim to fortify the sanctity of judicial spaces and protect court personnel from potential security risks.
Long-term Security Measures
Looking ahead, the Judiciary pledges to work with relevant agencies to implement comprehensive, long-term security measures. These efforts aim to ensure the safety and well-being of all judges, judicial officers, staff, and court users, reflecting a commitment to fostering a secure and conducive environment for justice administration.
