Kenyan Government Launches Youth Dialogue for National Reform

The Kenyan government has taken proactive steps to engage with the country’s youth following significant anti-Finance Bill protests. This initiative aims to tackle pressing issues of governance and accountability through a structured dialogue led by a newly established National Steering Committee (NSC).

Formation of the National Steering Committee

In a recent announcement, Felix Koskei, the head of Public Service, outlined plans to establish a 100-member NSC. This committee will lead discussions on governance reforms, focusing on key concerns raised by the youth during the protests. Koskei emphasized the NSC’s inclusivity, including representatives from youth organizations, civil society, religious groups, professional bodies, business communities, academia, and student leadership, alongside leaders from parliamentary majority and minority groups, the Council of Governors, and other stakeholders.

Umbrella bodies are encouraging two representatives of different genders to nominate themselves to the NSC. Nominations must be submitted to the Executive Office of the President at Harambee House by July 7, 2024, to ensure a diverse and comprehensive representation.

The NSC’s primary objective is to develop a comprehensive framework, define modalities, set agendas, and establish timelines for a nationwide dialogue. Key topics include job creation strategies, national tax policies, managing the national debt burden, enhancing representation and accountability mechanisms, strengthening anti-corruption measures, and addressing other pertinent issues identified during the protests.

Leadership and Implementation

President William Ruto will preside over the inaugural session of the forum to determine leadership roles within the NSC. Subsequently, the committee will operate independently across Kenya’s 47 counties, employing a participatory approach at the ward level to ensure grassroots involvement.

In adherence to national governance principles, the NSC guarantees inclusive public participation. Every Kenyan and stakeholder will have the opportunity to present proposals directly, remotely, individually, or collectively.
